14.3 Short decision reports
A shorter report may contain purpose, executive summary, key findings, recommended actions, limitations, sources, and technical notes. Short does not mean unsupported. It means that evidence has been selected and organized efficiently.
The correct length depends on the audience, complexity, risk, and need for review. Page count is not a quality measure. A 90-page report can be underdeveloped if it repeats analysis without reaching a clear conclusion.
