2.4 Question maps

A question map makes the logic of the investigation visible.

Level	NVRW example
Organizational concern	Evening programs appear crowded at some locations
Management question	Should NVRW expand evening program capacity, and where?
Research questions	How is utilization normally measured? How will local populations change?
Analytical questions	Which centres, programs, and periods have persistent high utilization or unmet demand?
Projection question	What registrations would occur under population and utilization scenarios?
Implementation questions	What pilot, staffing, space, budget, and evaluation plan would be required?

The map should be revised when evidence changes the team’s understanding. A question can be removed when it is no longer relevant or marked unanswered when the available data are insufficient.
